(Cambodia under the Khmer Rouge, 1975–1979):

Marichjhapi in the Mirror of Global Communist Rule: The Broken Dream of Class Struggle and the ‘Character Shift’ of Power

The Red Corridors of Writers’ Building and the Manifesto of Disillusionment
The summer of 1977. West Bengal witnessed an unprecedented political transformation. Slashing through years of Congress repression, the dark shadow of the Emergency, and the reign of muscle power and gangsterism (moustan-raj), the Left Front ascended to power. As the red corridors of Writers’ Building (Mahakaran) echoed with the sky-rending slogans of the exploited, marginalized, and the proletariat, a vast community of rootless refugees (shinnomool) in Bengal believed that their dreams were finally about to be realized. For the homeless families who had crossed over from East Bengal and faced three decades of extreme humiliation and neglect, the rise of Alimuddin Street (the CPI(M) headquarters) to power was the symbol of a new dawn.
Yet, who could have foreseen that this dawn of hope would one day transform into one of the most brutal and infamous disillusionments (Swapnobhongo) in the history of independent India? Just two years into their reign, between January and May 1979, a tiny island in the Sundarbans called ‘Marichjhapi’ became a testament of bloody betrayal hidden behind the red manifesto.

From Dandakaranya to Marichjhapi: Dalit Namashudra Refugees in Search of Roots
To understand the background of the Marichjhapi tragedy, it is essential to re-read the brutal history of East Bengali refugees that began after the 1947 Partition. According to historians and researchers, the influx of refugees into West Bengal was divided into two distinct waves. The first wave consisted primarily of urban, upper-caste bhadralok refugees, who were able to secure rapid rehabilitation in and around Calcutta due to their social capital and caste networks.
In contrast, the vast majority of the refugees who arrived in the subsequent waves belonged to the Dalit Namashudra community, whose livelihoods depended entirely on agrarian and fishing economies. The then-Congress administration adopted a controversial policy to keep these marginalized Dalit refugees far away from the mainland of West Bengal. They were sent to refugee camps in the arid, barren, and rocky plateau of Dandakaranya in central India—a landscape that was the absolute antithesis of the fertile Gangetic silt and riverine lifestyle they had always known.
After spending years in semi-starvation and extreme hardship on the rocky soil of Dandakaranya, whenever these refugees pleaded to return to Bengal, the left-wing leaders of the time—particularly veteran CPI(M) figures like Jyoti Basu—would stand before them in public rallies and assure them that once the Left came to power, permanent rehabilitation would be arranged for these homeless refugees in the Sundarbans and other parts of West Bengal. However, upon sweeping to power with a massive majority in 1977, those old revolutionary promises of the Alimuddin leaders vanished overnight behind the veil of state security and bureaucratic discipline.

The Fable of a Self-Sufficient Island: Outside the Party Network
In the early months of 1978, trusting the revolutionary assurances of the Left Front government and desperate to escape their long confinement in Dandakaranya, thousands of Dalit Namashudra refugee families left the central Indian camps and arrived at Marichjhapi, a deserted and remote island in the Sundarbans. In just under a year, through sheer labor and immense sacrifice, these “rootless” people transformed the muddy, tide-flooded island into a self-sufficient and bustling colony.
The effort of the Marichjhapi refugees to carve out a new life was extraordinary. Without a single penny of government aid, they constructed their own schools, dispensaries, roads, deep tube wells, a cooperative fishery, cottage industries, and rice-processing units. They proved that it was entirely possible to build a self-reliant rural economy without begging from the state or any political party.
However, this economic and social self-determination proved to be their ultimate undoing. The leftist administration viewed this independent refugee society—operating completely outside party control and patron-client networks—as a direct and intolerable challenge to their absolute authority.

‘Character Shift’ and the Environmental Pretext
This was the beginning of the “Character Shift” (Charitra Badal). A party that, while in opposition, advocated paralyzing the state machinery through gheraos, strikes, and agitations, overnight became the staunch defender of “administrative stability” and “state sovereignty” upon entering government. This transformation was not accidental; its seeds were sown during the internal feuds among communist leaders imprisoned in Dum Dum Central Jail during the 1960s. The internal factionalism and mutual bitterness between leaders like Jyoti Basu, Promode Dasgupta, and Harekrishna Konar had reached such a pitch that they refused to cook in the same kitchen or even walk together in the evenings. The highly opportunistic compromise formulas worked out by these jailed communists would eventually pave their way to seizing control of the state headquarters, the Writers’ Building.
Once in power, the Jyoti Basu-led government quickly realized that to remain long-term partners in power, they had to ruthlessly suppress their former “ultra-left romanticism.” The first victims of this newly minted “bureaucratic arrogance” (Dambhik) and administrative ruthlessness were the Dalit refugees of Marichjhapi.
To legitimize the eviction drive at Marichjhapi, the Left Front government conjured up a bizarre and hypocritical environmentalist pretext. They claimed that Marichjhapi fell under the Sundarbans Tiger Project and the Forest Conservation Act, arguing that the refugee settlement was endangering the fragile ecosystem of the Sundarbans and threatening the survival of the Royal Bengal Tiger. Yet, in a cruel twist of historical irony, the very leaders who prioritized tiger conservation over the hunger of human beings later facilitated the permanent settlement of their own party loyalists on that very same island once the refugees had been evicted! At that point, not a single thought was spared for the forest laws or tiger conservation.

Bloody Sundarbans: Siege, Starvation, and a Premeditated Massacre
On January 24, 1979, Section 144 of the Criminal Procedure Code was imposed around Marichjhapi Island. Nearly thirty armed police launches and speedboats completely cordoned off the island by water, launching an economic and physical siege that stands as an unprecedented example of state-sponsored brutality in the history of modern India. The islanders’ boats—their sole link to the mainland—were systematically smashed to splinters. Boats carrying essential food, rice, and emergency medicines from the mainland were ruthlessly turned back. To induce a severe water crisis inside the island, heinous allegations emerged that the deep tube wells—the only source of clean drinking water—were intentionally poisoned.
Suffering from starvation, malnutrition, and cholera, the dying settlers of Marichjhapi faced their first volley of bullets on January 31, 1979. As ordinary citizens tried to defend their lives against police violence, they were bombarded with tear gas and a hail of bullets.
Following a prolonged siege from February to April, the final, brutal eviction campaign was unleashed on May 17 and 18, 1979. In the words of eyewitnesses, under the cover of darkness, refugee women were raped, huts were set on fire, and the independent settlement of Marichjhapi was razed to the ground. Children were thrown into the river, and the corpses of those shot dead during the eviction were cast into the infamous, crocodile-infested rivers of the Sundarbans at midnight, carried away by the high tide to prevent them from being discovered by the public.
To this day, a fierce debate rages over the death toll of this bloody and barbaric eviction. While the then Left Front government officially claimed only 2 to 8 deaths, subsequent academic research by scholar Ross Mallick and other independent human rights assessments estimate the actual death toll to range from several hundred to several thousand. By actively suppressing and refusing to institute any independent judicial commission of inquiry, the state succeeded in permanently burying the truth.

Marichjhapi in the Global Mirror of Communist Rule
The Marichjhapi tragedy was not an isolated administrative slip or an accidental blunder. An analysis of 20th-century global communist history reveals that the extreme use of state violence under communist regimes follows a highly systematic and recurring structural pattern.

  1. Soviet Dekulakization (1929–1933): Silencing the Self-Reliant Peasantry
When we examine the Marichjhapi catastrophe through a global lens, the first and most prominent parallel that emerges is the Soviet Union’s campaign of “Dekulakization” (1929–1933) during the forced collectivization of agriculture.
Under Joseph Stalin’s regime, the campaign to label independent, self-reliant peasants known as “kulaks” as “class enemies” and systematically eradicate them from rural society shares a stunning theoretical similarity with Marichjhapi. Just as the Soviet Communist Party viewed independent peasants as an obstinate and dangerous obstacle to state-controlled collective farms (kolkhozes), the CPI(M) in West Bengal viewed the economic self-reliance of the Marichjhapi refugees as a direct threat to the party’s totalitarian monopoly over society.
In both cases, specific, fabricated ideological labels were used to justify the evictions: in the Soviet Union, it was “anti-kulak struggle,” while in West Bengal, it was “illegal encroachers and forest destroyers.” In both societies, the right of individuals to earn an independent livelihood outside the party-controlled patronage networks was permanently crushed using the coercive machinery of the state.
  2. Vietnam’s New Economic Zones (post-1975): Eviction in the Name of “Political Disloyalty”
A second major event following this historical trajectory occurred in reunified Vietnam’s post-1975 “New Economic Zones” project. Following the withdrawal of US troops, urban dwellers in South Vietnam who were deemed “politically unreliable” or linked to the defeated regime were forcefully relocated to underdeveloped, remote, and forested mountainous regions. On the surface, this resettlement was framed in glowing, technocratic terms of economic restructuring—reducing “surplus urban populations” and boosting “agricultural production.” In reality, its primary objective was to break the economic backbone of a specific social class, confiscating their properties to redistribute them to party loyalists.
The parallel with Marichjhapi is stark. Much like Vietnam, the refugees in Bengal’s Marichjhapi were plunged into unspeakable misery under the guise of an enlightened, pseudo-administrative rationale: “protecting the ecosystem” and preserving “tiger sanctuaries.” In both cases, those who defied state-mandated decrees were cut off from basic access to food, drinking water, and medical care, resulting in thousands of deaths from starvation and brutal physical deprivation. Just as the harrowing conditions in Vietnam birthed hundreds of thousands of “boat people” fleeing across the seas, the tragedy of Marichjhapi transformed the fertile Sundarbans islands into a bloody, desolate wasteland of rootless wanderers.
  3. Ethiopia’s ‘Villagization’ (1978–1986): Leftist Terror Wrapped in Welfare
In the global history of communist rule, the most precise structural parallel to Marichjhapi is found in the “Villagization” and forced resettlement campaigns executed by the Derg military junta in Marxist Ethiopia. In the late 1970s and 1980s, the communist military government announced a massive state scheme to relocate populations from drought- and famine-prone highland areas to flat plains. This project was packaged as a benevolent, humanitarian effort aimed at socialist modernization and delivering essential services to rural communities. In practice, however, this military-driven forced relocation resulted in the deaths of over one hundred thousand people.
An identical administrative methodology connects Marichjhapi with the Ethiopian villagization campaign. Both governments sought to camouflage extreme, inhumane physical coercion and barbarism behind a modern, compassionate “welfare” facade. While the Left Front in Bengal invoked the protection of tigers and the environment, the Derg in Ethiopia claimed to be alleviating famine and promoting development. In both theatres, there was an absolute absence of transparency, let alone independent or judicial investigations. Paralleling the blockade at Marichjhapi, the Ethiopian regime forcefully barred international medical and humanitarian organizations from accessing the affected areas, ensuring that the cries of the besieged population remained unheard by the outside world.
  4. China’s ‘Great Leap Forward’ (1958–1962): Millions of Lives Sacrificed on the Altar of Ideology
Under the leadership of Mao Zedong, socialist China’s “Great Leap Forward” was an unprecedented historical catastrophe forced upon the nation under the banner of centralized state planning. Aimed at rapidly transforming China from an agrarian society into an industrialized socialist superpower, policies of forced rural collectivization and unrealistic backyard steel production targets were aggressively implemented. The inevitable consequence of this state-sponsored rashness was the “Great Chinese Famine”—the deadliest famine in human history—which claimed the lives of an estimated 30 to 40 million people.
The structural parallel with Marichjhapi lies in the blind ideological arrogance of left-wing regimes, which prioritizes abstract bureaucratic targets over the fundamental biological right of human survival. In China, local communist cadres fabricated highly exaggerated and imaginary statistics regarding crop yields, and the leadership in Beijing, acting on these fraudulent successes, aggressively requisitioned food grains from the peasants. The state left nothing behind for the peasants’ own consumption, triggering a catastrophic famine that swept through the villages.
Similarly, at Marichjhapi, as the blockaded refugees were dying of starvation, the ruling elite in Kolkata stridently proclaimed that the preservation of Sundarbans’ tigers and ecology was the paramount goal, refusing to lift the siege. In both contexts, the rulers were fully conscious that their decisions (forced grain requisitioning in China and the naval blockade of food and medicine in Bengal) were directly causing human deaths. Yet, both regimes valued the party line and administrative obstinacy over human lives.
  5. Cambodia under the Khmer Rouge (1975–1979): Forced Eviction and Genocide in the Name of a Radical Agrarian Utopia
Cambodia under the Khmer Rouge, led by Pol Pot, stands as another extreme and barbaric manifestation of communist totalitarianism. Immediately upon capturing power, the Khmer Rouge rulers, seeking to establish a fanatical agrarian utopia, forcefully evacuated millions of citizens from major urban centers like Phnom Penh, relocating them to primitive labor communes and rural fields. This forced relocation, combined with brutal labor, systematic executions, disease, and starvation, wiped out nearly one-quarter of Cambodia’s population (an estimated 1.5 to 2 million lives) in what became historically infamous as the “Killing Fields”.
While historians classify the Cambodian tragedy not merely as an eviction campaign but as a premeditated mass murder or “politicide,” its strategic and psychological parallels to Marichjhapi are unmistakably clear. Just as the Khmer Rouge sought to violently uproot urban “bourgeois” populations to enforce absolute conformity, the self-proclaimed champions of the poor and the working-class in West Bengal unleashed the full coercive power of the state upon impoverished, unarmed, and helpless citizens. In both cases, the ultimate objective of the regime was to break the backbone of an independent, self-organized community and crush any existence that lay outside the direct patronage and absolute control of the party-state.

Enemy Identification vs the Bloodbath of One’s Own Support Base
When evaluated against the sweeping canvas of global communist history, a deeply heart-wrenching and unprecedented feature of the Marichjhapi tragedy emerges, making it uniquely distinct and far more cynical than any other communist repression in the world. In the Soviet Union’s dekulakization, Vietnam’s New Economic Zones, or Mao Zedong’s Great Leap Forward, the group targeted by the communist state consisted of their pre-declared ideological “class enemies,” remnants of the defeated capitalist class, or active political adversaries. The party had marked them as targets from the very beginning.
In contrast, the tragedy of Marichjhapi was akin to a mother drowning her own child. The Dalit refugee settlers of Marichjhapi were not political or ideological adversaries. On the contrary, they were the very soul of the communist movement—the marginalized “proletariat” whose unconditional support and block-voting had served as the stepping stone for the Alimuddin Street leadership to taste power in 1977. Before climbing into the corridors of power, the Left had embraced these displaced and rootless people, championing them as the vanguard and brothers of their class struggle. Yet, once in office, they cast those same blood-soaked bodies into the rivers of the Sundarbans. Such a cruel, ruthless political turnabout—turning its guns directly on its own loyal base—is a betrayal whose parallel is virtually non-existent in any other communist regime in world history.

The Sordid Saga of the ‘Fading Red’
Post-Marichjhapi, the ideological decay and theoretical decline of left-wing rule in West Bengal became glaringly apparent. This betrayal of ideals and the degeneration of character in the pursuit of power triggered a widespread disillusionment among ordinary citizens. Having lost the path of revolution, the labyrinth of parliamentary power became the sole guiding star of the Left Front administration. To protect this fortress of power, the police budget and the coercive machinery of the state were exponentially expanded.
During the supposedly repressive Congress regime of Siddhartha Shankar Ray in 1972–73, West Bengal’s police budget was a mere Rs. 30.84 crore. Under the Left Front, this figure ballooned to Rs. 136.37 crore in 1985–86, and skyrocketed to Rs. 240.24 crore by 1989–90.
This massive police budget was not allocated to improve the state’s law and order, but to systematically crush political dissent. The primary markers of this “Fading Red” (Fike Laal) era were a series of brutal deaths in police custody and the naked arrogance of state power. The 1980 custodial death of a Howrah youth named Kamal Thakur—and the subsequent state conspiracy that killed his father by crushing him under a truck when he demanded justice—and the 1984 lockup murder of Idris at Lalbazar, followed by the active suppression of the Samarendra Nath Deb Commission’s investigation report, proved beyond doubt that the self-styled revolutionaries had become far more violent and sordid than the autocratic Congress regime they had replaced.

The Cries of a Buried, Blood-Soaked History
For over three decades, even uttering the word “Marichjhapi” was treated as an unwritten crime in West Bengal. The deliberate, planned silence of the upper-caste, elite left-leaning intelligentsia and the mainstream media sought to permanently choke the voice of these evicted Dalit Namashudras, burying it beneath the dusty files of the Writers’ Building.
Yet, history is a strangely resilient and ruthless judge. In recent decades, through literary works like Amitav Ghosh’s The Hungry Tide, academic research by historian Ross Mallick, and the memoirs of contemporary Dalit writers, the cries of Marichjhapi have risen like a phoenix from the blood-soaked ashes of history.
Marichjhapi is no longer just a forgotten geographical island in the Sundarbans. It stands as a living symbol of extreme state-sponsored tyranny, bureaucratic arrogance, and ideological betrayal committed in the name of communism against its own class base. Marichjhapi remains the darkest testament of how violent and bloodthirsty the “Character Shift” of power can become in West Bengal. Standing in the labyrinth of class struggle, this refugee massacre forces us to confront a harsh, enduring truth: any ideology that does not hesitate to snatch the lives of its own citizens under the pretext of conserving tigers is nothing but a sham—a cheap advertisement painted red with the blood of the proletariat.
